SOLUTION FOUND!
I updated my motherboard BIOS and drivers (Chipset, Audio, and LAN drivers) and it seems to have resolved this issue. I imagine just updating the drivers would be sufficient, but I did both at the same time before testing results.

Often I have found you are right, just updating the motherboard chipset drivers tends to fix odd problems. However, every once and a while they mess up a BIOS update that really needs a patch. Given the risk of BIOS updates, I'd always suggest you try chipset updates first.
