Creating New Setting Rules

Hello, I'm sorry if this has been asked before.
On the character setting, there is a button for "setting". When I click to open that field, a box allowing options appears. Outside of directly from the character sheet, how can I access this box?
In addition, what can I put in this box to allow new rules or current rule options for the setting?

That's a holdover that was never fleshed out. There's been some discussion about using it, but currently it doesn't do anything.
