[BUG] [TEST MODE] Hard Choice option does not give GM bennies.

Replication:

1. New Campaign. Create new "Bob" character.
2. Set Hard Choices option on.
3. Connect PC Client.
4. PC Select Bob.
5. GM put Bob on party sheet.
6. Reset Bennies - Message to chat "Bennies Reset" plus confirm "No Bennies for GM on start"
7. PC roll skill
8. PC drag Bennie to Skill Die - Message " PC is using Bennie to reroll" - BUG - Does not GM Bennie, none appear in GM pool.
9. PC drag Bennie to Chat - Message " PC is using Bennie" - BUG - Does not GM Bennie, none appear in GM pool.
