Paint ellipse or rectangle at an angle

Is it possible to paint an ellipse at an angle like this? Or to paint one and then rotate it?

Yes. Create a new layer, go into the paint layer and paint your ellipse. Then with the layer selected click on the layers icon and you'll then be able to select and reposition the drawing.

You can also change the angle of an object if you are using the stamp tool in the paint layer or the Tile tool in the layers menu.
