It's the first version but it's meant to be a largely 1:1 replacement for WotC's 5e SRD and Basic Rules. There's some changes Feats = Talents etc, and licensed under the ORC.

I would imagine, but will likely be build by a volunteer. The base 5e ruleset "should" be close enough for it though.

Yes. It was an add-on for the Kickstarter and they've said it will be out, no eta, but it will come.
